Living in Europe, I consider the whole of America as extremely car culture. No bicycles. No pedestrians. In Asia (Indonesia), where I am now, it's extremely scooter culture. I don't know how pro-active city planners are except for new cities. But culture counts for a lot... Not easy to change...
