It's so sad policy makers don't know anything about water. Large water cycles (horizontally) and small water cycles (vertically, evaporation). Huge groups of scientists and ecosystem restoration people are making sure freshwater stays longer on land. And rivers start meandering again. They change landscapes, dig holes, and create healthy, living soil for vegetation to emerge again. But if it is enough and in time, I really don't know... Maybe the city citizens planting en masse Tiny forests will help?
